All phones should have two microphones and an explosive device or pneumatic blade. One microphone measures the ambient volume, one measures the volume of the person speaking. Also, people with hearing problems should register their phones as such. If the volume of the person speaking is unnecessarily loud, as compared to the ambient volume and the hearing ability of the person at the other end, the phone gives them a warning "Pipe down or I'll kill you". If, thirty seconds later, the person is still unnecessarily loud, the blade springs out into their ear and/or the phone explodes, thus enforcing the law that there unfortunately isn't, of "shut the fuck up there are other people in the room/building/street/town who don't want to hear your conversation".
